

Bucks County Park Rangers

The Bucks County Park Rangers Department chose to use a customized promotional written examination utilizing questions from the Pennsylvania Crimes Code, Pennsylvania Vehicle Code as well as numerous policies which guide their department. After completion of this written examination, candidates then engaged in an oral interview process in front of local Law Enforcement leaders. ​

Kane Borough, McKean County Pennsylvania
M.C.S. Consulting and Implementation partners with Kane Borough to conduct a Management and Operational Study to assess the needs of their police agency. This study served as a diagnostic tool to assess how well the Kane Borough Police Department functioned, both operationally and in meeting the community’s needs. In addition, this study assessed certain areas of the department and pinpointed certain areas where the department’s management, operations, policies or processes could be strengthened.

Through collecting and reviewing certain police related data, the study addressed:

Current staffing levels and allocation

Operational issues affecting police service

Recent crime statistics and clearance rates/arrest rates

Personnel management and training

Departmental policies and recommendations

Police headquarters to include holding cells, property and evidence facilities for compliance with State mandates / best practices

Overall function of the police department

This project was conducted using input from Elected Officials and Police Staff along with a thorough review of police operations, policies, municipal budgets and open-source information which is publicly available. An in-person tour of the Kane Borough Police Headquarters and the community was conducted.

Upper Makefield Township

​
The objective of providing consulting services to the Upper Makefield Township Police Department was to successfully promote a qualified candidate to the position of Sergeant. Working with Chief Schmidt, we created a written examination consisting of 85 questions, using the Pennsylvania Vehicle Code and Pennsylvania Crimes Code, a current and topical police management text along with the Upper Makefield Township Police Department General Orders and Policies. M.C.S. Consulting and Implementation proctored and scored the written examination and generated a rank ordered list of candidates to take part in the oral interview process. Successful candidates then took part in an oral interview in front of a panel of veteran police leaders to determine the candidates’ knowledge of leadership skills, motivation and operational and tactical readiness.
Bucks County Sheriff's Office
With a staff of 80 civilian and sworn personnel including 65 deputies, the Bucks County Sheriff’s Office is responsible for a myriad of services to the residents of Bucks County. Working closely with Sheriff Harran and his staff, M.C.S. Consulting and Implementation was successful in conducting promotional oral interviews over a two-day period to help the Sheriff fill the ranks of Sergeant and Corporal. M.C.S. Consulting and Implementation crafted oral interview questions specifically based on the policies and procedures of the Bucks County Sheriff’s Office. Over a two-day period, a panel of law enforcement professionals interviewed numerous candidates for these positions and provided the Sheriff with a list of qualified candidates to fill the needs of the office.​

Newtown Township Police Department

M.C.S. Consulting and Implementation worked with Chief Hearn to create two comprehensive, 100 question written promotional examinations utilizing several management, leadership and supervisory texts along with the Newtown Township Police Department’s General Orders to fill the positions of Sergeant and Corporal within the department. After proctoring and scoring the written examination, a list of qualified candidates was presented to Chief Hearn. M.C.S. Consulting and Implementation then empaneled a veteran staff of Chiefs of Police to administer and oral interview process. The panel utilized questions to gauge candidates’ readiness for the position, understanding of police leadership and operations of the department. ​
